Pattern of Revenue Expenditure In India, government expenditure – as per the provision in the Constitution – is divided into revenue expenditure and capital expenditure. However, the adoption of economic planning shifted emphasize on the division of expenditure into Plan and Non-Plan. The share of Non-Plan expenditure has remained close to 70% and that of Plan at 30% all these years. CHHATTISGARH Govt to carry out mass surveys of irrigation infra   A comprehensive and phased survey of more than 300 small irrigation projects for their full capacity utilisation will be carried out in Chhattisgarh, officials informed.   The survey would be done for 1698 small irrigation projects, 766 anicuts, stop dams and 585 diversion projects.   The survey of canals and barrages would also be carried out. CONSITITONAL PROVISIONS FOR SC & ST Constitutional History In the original Constitution, Article 338 provided for a special officer (the Commissioner for SCs and STs) responsible for monitoring the implementation of constitutional and legislative safeguards for SCs and STs and reporting to the president.
