Sector wise highlights of the budget-

Social Security-

  • Social Security Pension – 709 crore
  • Scholarship for Students with Special Needs will be doubled -1 crore 22 lakh
  • Divyang College at Raipur – 2 crore 56 lakh
  • Labour Welfare Asangthit KarmakarKalyanMandal – 39 crore 75 lakh
  • MukhyamantriShram Anna SahayataYojna – Hot Cooked food for labourers – to be implemented in 10 districts.

Agriculture and allied sectors

  • Agriculture Budget – 10 thousand 433 crore – 26 percent increase from 2016-17
  • Minor irrigation schemes – 131 crore.
  • Organic Farming Mission – 25 crore.
  • New Agriculture College at Narayanpur – 1 crore.
  • KVK Raipur to be developed as model KVK – 1 crore.
  • Biotechnology Park – 1 crore.
  • Interest subsidy on short term agricultural loan – 197 crore 36 lakhs.
  • Sugarcane bonus – 40 crore.
  • 25 new Veterinary Dispensaries – 1 crore 19 lakh.
  • 20 new Veterinary Hospitals – 1 crore 82 lakh.
  • Neel Kranti Scheme (fisheries) – 26 crore.

Women and Child Welfare

  • Model Anganbadi centres – 4 crore 85 lakh.
  • 100 bedded MCH clinic at Balod,Kondagaon – 5 crore
  • 50 bedded MCH clinic at Katghora, Gaurela, Nagri, Pandaria -4 crore
  • Supplementary Nutrition Programme – 514 crore.

  • New coaching centres at Kabirdham and Narayanpur – 98 lakh.
  • 50 Ashram/Hostel buildings – 20 crore.
  • 200 Homeguard houses – 6 crore.
  • Toilets in 75 girls hostel – 6 crore.

School Education

  • Teaching through NCERT books in 11th class
  • English kit to be distributed in all Primary Schools
  • 9 JavaharNavodayVidyalay at Bijapur, Sukma, Kondagaon, Gariyaband, Bemetara, Mungeli, Balodabazar, Sarguja, Balrampur.
  • 3 new KendriyaVidyalaya at Bijapur, Sukma, Naya Raipur.
  • 125 new high schools and 125 higher secondary schools – 5 crore.
  • New school buildings – 53 crore.
  • SSA – 1 thousand 500 crore.
  • RMSA – 722 crore.
  • MDM – 569 crore.
  • Textbook distribution – 100 crore.
  • Uniform distribution – 76 crore 50 lakh.

Health

  • Mukhyamantri health insurance – amount to be increased from 30 thousand to 50 thousand.
  • 15 new Nutrition Rehabilitation Centres – 4 crore 50 lakh.
  • Mental Hospital at SendriBilaspur – 200 bedded – 18 crore 16 lakh.
  • Mukhyamantri Medical Fellowship Prog. – 1 crore
  • 242 PHCs to provide 24 hours healthcare facility – 10 crore 50 lakh.
  • Cancer Hospital, Manendragarh – 10 crore.
  • 25 new sub PHCs and 10 PHCs – 3 crore 25 lakh.

Panchayat and Rural Development

  • Swachch Bharat Mission – 1 thousand crore.

  • Livelihood Mission – 215 crore.

Forest

  • Tendupatta collection rate increase – From 1 thousand 500 to 1thousand 800 per bag.

  • Food Security- 3 thousand 600 crore

Infrastructure &Energy

  • All habitations to be electrified by March 2018 – 140 crore.
  • Saur SujlaYojna – For Irrigation – 554 crore.
  • Free electricity for agricultural pumps – 2 thousand 171 crore.
  • Single point connection – 419 crore.

PWD Public Works

  • 5 thousand 63 crore for roads and bridges
  • New State Highways – 208 crore.
  • Railway Overbridge – 200 crore.
  • ADB aidded Roads – 900 crore.
  • Road Development Corporation – 792 crore.
  • All Block Head Quarters to be connected with 2 Lane Roads.
  • Central Road Fund – 350 crore.
  • RRP Phase II (LWE areas) – 891 Km Roads, 11 Bridges – total cost2 thousand 400 crore.

Irrigation

  • LTIF (NABARD) – Kelo, Kharang and Maniyari irrigation projects – 200 crore.

Drinking Water

  • National Rural Drinking Water Prog. – 160 crore
  • Solar Energy based drinking water – 96 crore 56 lakh.
  • 10 Habitations in each Vidhansabha area to have solar energy based drinking water arrangement from 5 percent of Saur SujlaYojna fund.
  • Urban drinking water projects – 190 crore.

Urban Development

  • LED Street Lights in 6 Municipal corporation – 28 crore.
  • Swachch Bharat Mission – 316 crore.
  • Amrit Mission – 210 crore.
  • PM AwasYojna – 200 crore.
  • DeendayalUpadhyaySarvSamajManglikBhawan scheme to be started – 3 crore for municipal corporation, 1.5 crore for municipal council, 75 lakh for nagarpanchayat.

 

Aviation

  • Regional Connectivity Scheme – 10 crore.
  • Bijapur and Dantewada airstrip – 23 crore

Tourism

  • Tribal Tourism Circuit – 100 crore project – 14 tourist places of 7 districts included.

Sports

  • 31 Mini Stadium – 6 crore 20 lakh.

Skill Development, Technical Education, Science Technology

  • 5 new ITIs at Balrampur, SahaspurLohara, Chhindgarh, Mardapal, Borla – 5 crore 22 lakh.
  • 20 Hostel buildings in Livelihood Colleges – 7 crore 68 lakh.
  • New Polytechnic at Balod – 1 crore 65 lakh.
  • Science City, Category 2 at Ambikapur – 1 crore.

Higher Education

  • 5 new Colleges at Sariya, Chandrapur, Birgaon, Kharora, Katekalyan.
  • New subjects in 50 colleges – 10 crore 75 lakh.
  • BCA course in 20 colleges – 2 crore
  • State Assessment and Accreditation Council – 2 crore

Industry

  • New Industrial Areas at Bhatapara, Lakhanpuri (Kanker) and Mahrumkala (Rajnandgaon).

Digital Inclusion

  • SKY – SuchnaKrantiYojna for distribution of 45 lakh smartphones – 200 crore.
  • Bastar Net Project – Digital Information Highway.
  • Digital Army of 18 lakh people – trained for payement in digital/cashless mode.
  • All fair price shops are being linked to digital payment mode. In first phase PDS in 5 districts to go cashless.
  • Laptop and Tablet distribution – 80 crore.

 

Good Governance

  • Dial 112 scheme to provide speedy police assistance in cases of crime, accidents, any medical emergency. Police assistance to be provided in 10 minutes in urban areas and half an hour in ruralareas. – 50 crore.
  • MukhyamantriSushashan Fellowship scheme – To obtain services of professionals for good governance – 3 crore.
  • 10 thousand houses for police personnel and 6 thousand 424 houses for governement staff to be constructed in two years.
  • 8 new subdivisions at Gurur, Berla, Kasdol, Manpur, Gandai, Rajim, Dondi-Lohara, Arang – 6 crore.
  • 200 posts of Patwari, 300 of Revenue Inspector, 27 of Tehsildar and 50 of NayabTehsildar will be created – 18 crore.
  • 8 new Thanas, 6 new chowki and upgradation of 1 chowki – 13 crore 34 lakh.
  • E-Track in Transport department – 5 crore 22 lakh.

Tax Proposals

  • Consumers will get half a percent tax relief in case of payment through digital mode except for specified articles like cement, steel, coal, diesel, petrol, kerosene, motor vehicle, pan masala, tobaccoproducts. This arrangement will operate till the time GST is implemented.
