Health and Health Infrastructure in the State of Chhattisgarh

  • Health is defined by the World Health Organisation (WHO) as “a state of complete physical, mental, and social wellbeing and not merely absence of disease or infirmity”.
  • Health is a fundamental human right, emphasised the Alma-Ata Declaration of 1978. Since the Alma- Ata conference on health, which focused on equitable and cost-effective primary health care, health has become an important national concern in most countries.
  • Hon’ble Chief Minister is the premier for the overall public health system of Chhattisgarh Health System. The Department of Health & Family Welfare is under the portfolio for the State Health Minister. However, the executive decisions pass through the chain of Chief Secretary and Secretary Health. There are five main directors under the direct control of the Health Secretary.
  • The Director, SHRC in his additional technical support to the Department of Health and Family Welfare. Mission Director, NRHM is the principal authority for the tasks related to the mission. Director AYUSH is concerned with strategic planning activities of Indian systems of medicine such as Ayurveda Yoga, Unani, Siddha and Homeopathy and concerned with mainstreaming of AYUSH.Health and Health Infrastructure in the State of Chhattisgarh
  • Director Health & Family Welfare is concerned with the state health and family welfare programmes. Director Health Services is concerned with all administrative and management related issues of the Directorate.
  • Director Medical Education and Training is concerned with the medical education and training activities across the state. Moreover, SHRC is involved in running the community health volunteer scheme of Mitanin (Community Health Volunteers) Programme, Mitanin Kalyankari Kosh and supports in areas where health sector reforms are required.
  • The Directors are supported by several Joint Directors and Deputy Directors in effective and smooth functioning of the overall health systems.

Vision of Health Department in Chhattisgarh

  1. To ensure individual health care, public health, clean drinking water, sanitation, access to good food, knowledge of hygiene and healthy eating practices.
  2. To make a change over of the public health care into a more responsible, accessible and much more affordable system.
  3. Development of the systems that improvise the health systems of the people that would give them the answer to health needs and aspirations.
  4. Quality health care to be provided to the people who are in the poverty line and below the line.
  5. Reducing the differences in the health of the citizens across the regions making sure that everybody has access to health care that is affordable.
  6. Best governance, responsibility and transparency in terms of the delivery of health services, which are being ensured through the involvement of Panchayati Raj Institutions (PRI)s, community and civil society groups.
  7. To undertake the infrastructural correction of the health systems so that they can promote policies that would strengthen the public health management with ease.
  8. Reduction in child and maternal mortality number
  9. Complete access to public services in terms of food and nutrition, sanitation and hygiene.
  10. Absolute access to public health care services, integrated primary health care services with main emphasis on issues concerning women and children.
  11. Prevention as well as control of the communicable as well as non-communicable diseases that would also comprise of the locally endemic diseases.
