CHHATTISGARH Govt not to use panchayat fund for sky   In a major decision, Chhattisgarh Chief Minister announced that the funds granted by 14th Finance Commission for development and welfare of panchayats would not be utilised in the Sanchar Kranti Yojana (SKY) scheme.
