Pattern of Revenue Expenditure In India, government expenditure – as per the provision in the Constitution – is divided into revenue expenditure and capital expenditure. However, the adoption of economic planning shifted emphasize on the division of expenditure into Plan and Non-Plan. The share of Non-Plan expenditure has remained close to 70% and that of Plan at 30% all these years. The Planning Commission, in the 11th Plan (2007-12) document prepared in 2007, had proposed abolition of this “illogical and dysfunctional” distinction citing several issues (mentioned later in the article). CHHATTISGARH World-class ‘education city’ planned for Raipur Chief Minister Raman Singh will be inaugurating works being started for a proposed ‘Education City’ to be built at Saddu locality in Raipur on March 4 at a cost of Rs 20 crores, officials informed. CHHATTISGARH 10 c’garh districts in niti aayog’s five-yr dev plan A total of 10 districts of Chhattisgarh have been selected by NITI Aayog for its five-year plan (2018-22) among 115 districts in the country. CHHATTISGARH Govt gives nod to large irrigation projects in jashpur The State Government has accorded administrative approval of Rs 15.96 crore for conducting survey for two proposed large irrigation projects in Jashpur district of Chhattisgarh, officials informed. The projects are Dandpani Large Reservoir and Shekharpur Irrigation projects. Notably, Chhattisgarh has set an ambitious target of raising its irrigation potential to 3.2 million hectares by 2028, officials informed. CHHATTISGARH Chhattisgarh’s first governor D N Sahay passes away Former governor of Chhattisgarh and Tripura Dinesh Nandan Sahay has died after prolonged illness. He was 82. Born in 1936, Sahay began his career with the Indian Police Service and rose to the position of the DGP of Bihar.
